After receiving a valid MR from the MS or a pre-processed MR from the BTS, the BSC makes a handover decision. If a handover is required, the serving cell initiates a handover, which can be an internal intra-cell handover, an internal inter-cell handover, or an external BSC handover. The uplink receiving level in the last MR that triggers each handover is accumulated. The accumulative uplink receiving level, together with the requests for the preceding three types of handovers, is used to calculate the mean uplink receiving level during handover initiation. This counter indicates the conditions in the serving cell.

The number of requests for handover is the sum of Outgoing External Inter-Cell Handover Requests, Outgoing Internal Inter-Cell Handover Requests, Internal Intra-Cell Handover Requests (SDCCH), and Internal Intra-Cell Handover Requests (TCH).
