The system accumulates the receive level difference between the serving cell and each neighbor cell contained in the MRs from the MS. At the end of a granularity period, the accumulated numbers are divided by the number of MRs containing the corresponding neighbor cells. Then, the counters are obtained.

Mean Signal Strength Difference Between Serving Cell and Neighbor Cell = ([Strength of Signals in serving Cells] - [Strength of Signals in Neighbor Cells])/[MRs of Neighbor Cells].
