This measurement provides the average maximum number of timeslots allocated to uplink TBFs in the transmission state in a cell in a granularity period.

This counter is equal to the total maximum number of sampled uplink TBF timeslots divided by the total number of sampled uplink TBFs in a granularity period.
Average Maximum Number of Uplink TBF Timeslots = ([Maximum Number of GPRS Uplink Timeslots] + [Maximum Number of EGPRS Uplink Timeslots])/([Total Number of Sampled Uplink GPRS TBFs] + [Total Number of Sampled Uplink EGPRS TBFs])
