CA3039J: CELL_IMM_ASS_SUCC_TCH
This measurement provides the number of EST IND messages received by the BSC from the BTS when the MS access reason indicated in the EST IND message is not Packet Service and the type of the access channel assigned to the MS is TCH.

As shown in Figure 1, each time the BSC receives an EST IND message in which the L3 message type is not Packet Service from the BTS and the channel type specified by the BSC in the IMM ASS CMD message is TCH (see measurement point C), the counter is incremented by one.
