CA312: CELL_ASS_FAIL_NO_CH
This counter provides the number of failed assignments due to no available channel.

Each time the BSC sends an ASS FAIL message to the MSC due to no idle radio channel after receiving an ASS REQ message from the MSC, the counter is incremented by one. The counter covers the number of failed assignments in the assignment procedure and the number of failed assignments in the directed retry.
