Description
The BSC uses the handover algorithm to decide whether a handover is required based on the measurement reports. If a handover is required, and if the originating cell (current cell) and the target cell are two different cells controlled by one BSC, the BSC initiates an internal inter-cell handover.
This measurement provides the number of outgoing internal inter-cell handover requests initiated by the BSC. The measurement is performed based on the originating cell and involves handovers on the SDCCH, TCHF, and TCHH and handovers between frequency bands as listed in Table 1.
