Description

The outgoing internal inter-cell handover may fail due to various reasons.

This measurement provides the number of failed outgoing internal inter-cell handovers initiated by the BSC. The measurement is performed based on the originating cell and involves handovers on the SDCCH, TCHF, and TCHH and handovers between frequency bands as listed in Table 1.

Measurement Point

At points A, B, E, and F, as shown in Figure 1 and Figure 2, the counter is measured when an outgoing internal inter-cell handover fails.
