Description
This measurement provides the total number of incoming internal inter-cell handover requests, including the requests on the SDCCHs and the TCHs on various combinations of frequency bands before and after the handover.

Measurement Point
As shown in Figure 1, this counter is incremented by one at A when the BSC decides that an internal inter-cell handover is required based on the measurement report.
