Description
This measurement provides the total number of incoming internal inter-cell handover commands, including those on the SDCCHs, TCHFs, and TCHHs on various combinations of frequency bands before and after the handover.

Measurement Point
After the BSC sends an HO CMD to the MS from the originating cell, this counter is measured in the target cell at B as shown in Figure 1.
