Description

This measurement provides the total number of failed incoming internal inter-cell handovers due to various reasons, including those on the SDCCHs and the TCHs on various combinations of frequency bands before and after the handover.

Measurement Point

As shown in Figure 1, when an incoming internal inter-cell handover fails at A, B, E, and F, this counter is measured.
