CH331:CELL_INTERBSC_OUTCELL_HO_CMD
Description
After sending the HO RQD message to the MSC and receiving the HO RQD ACK message (contains the HO CMD message) from the MSC, the BSC sends the HO CMD message to the MS.
This measurement provides the number of handover commands sent by the BSC. The measurement is performed based on the originating cell and involves handovers on the SDCCH, TCHF, and TCHH and handovers between frequency bands as listed in Table 1.

As shown in Figure 1 and Figure 2, the counter is measured at B when the BSC sends the HO CMD message to the MS.
