Description

During the outgoing external inter-cell handover procedure, the timer T8 starts after the BSC sends the HO CMD to the MS. This measurement provides the number of failed outgoing external inter-cell handovers due to the expiration of T8. The originating channel of the handovers excluding directed retry can be the signaling channels (SDCCH/TCHF/TCHH) and traffic channels (TCHF/TCHH). The outgoing external inter-cell handovers triggered by directed retry are also included.

Measurement Point

After sending the HO CMD message to the MS, the BSC starts the T8 to wait for the CLEAR CMD message from the MSC. As shown in Figure 1 and Figure 2, the counter is measured at D when T8 expires.
