Description

This measurement provides the number of failed outgoing external inter-cell handovers because the BSC receives the CLEAR CMD message from the MSC and the cause carried in the CLEAR CMD message is not Handover successful. The cause carried in the CLEAR CMD message can be:

Radio interface message failure
Radio interface failure
OM intervention
Equipment failure
Preemption
Invalid message
Protocol error between BSS and MSC
Other causes

Measurement Point

As shown in Figure 1 and Figure 2, the counter is measured at E when the BSC receives the CLEAR CMD message from the MSC and the cause contained in the CLEAR CMD message is not Handover successful.
