Description

During the outgoing external inter-cell handover procedure, the timer T7 starts after the BSC sends the HO RQD to the MSC and waits for the HO CMD command from the MSC. This measurement provides the number of outgoing external inter-cell handover failures because of the T7 expires and the maximum retry time is exceeded. The originating channel of the handovers excluding directed retry can be the signaling channels (SDCCH/TCHF/TCHH) and traffic channels (TCHF/TCHH). The outgoing external inter-cell handovers triggered by directed retry are also included.

Measurement Point

As shown in Figure 1 and Figure 2, the counter is measured at B when T7 expires after the BSC sends the HO RQD to the MSC and the maximum retry time is exceeded.
