Description

The incoming external inter-cell handover may fail due to various reasons.

This measurement provides the number of failed incoming external inter-cell handovers. The measurement is performed based on the originating cell and involves handovers on the SDCCH and TCH and handovers between frequency bands as listed in Table 1.

Measurement Point

At points A, B, C, and D, as shown in Figure 1, the counter is measured when the incoming external inter-cell handover fails.
