Description

The outgoing inter-RAT inter-cell handover may fail due to various reasons.

This measurement provides the number of failed outgoing inter-RAT inter-cell handover requests initiated by the BSC. The measurement is based on the originating cell and involves handovers on various channels: SDCCH, TCHF, and TCHH.

Measurement Point

As shown in Figure 1 and Figure 2, the counter is measured at point A, B, C, D, E, and F, when an outgoing inter-RAT inter-cell handover fails.
