Description

The outgoing inter-RAT inter-cell handover (TDD) may fail due to various reasons.

This measurement provides the number of failed outgoing inter-RAT inter-cell handover requests (TDD) initiated by the BSC. The measurement is based on the originating cell and involves handovers on various channels: SDCCH, TCHF, and TCHH.

Measurement Point

At point A, B, C, D, E, and F, as shown in Figure 1 and Figure 2, the counter is measured when an outgoing inter-RAT inter-cell handover (TDD) fails.
