CH361:CELL_INTERRAN_INCELL_HO_REQ_ACK
During the incoming inter-RAT inter-cell handover procedure, after receiving an HO REQ message from the MSC, the BSC allocates and activates a channel in the target cell, and returns an HO REQ ACK message to the MSC.
This measurement provides the total number of incoming inter-RAT inter-cell handover responses. This measurement is based on the target cell under control of the target BSC and involves handovers on various channels: SDCCH, TCHF, and TCHH.

As shown in Figure 1, this counter is measured at B when the BSC returns an HO REQ ACK message to the MSC after receiving the HO REQ message from the MSC.
