CH3611:CELL_INTERRAN_TDD_INCELL_HO_REQ_ACK
During the incoming inter-RAT inter-cell handover (TDD) procedure, after receiving an HO REQ message from the MSC, the BSC allocates and activates a channel in the target cell, and returns an HO REQ ACK message to the MSC.
This measurement provides the total number of incoming inter-RAT inter-cell handover responses (TDD). This measurement is based on the target cell under control of the target BSC and involves handovers on various channels: SDCCH, TCHF, and TCHH.

As shown in Figure 1, the specific counter is measured at B, based on the type of the destination channel, when the BSC returns an HO REQ ACK message to the MSC.
