Description

Signaling channel handover refers to the intra-BSC or inter-BSC handover that occurs on the signaling channel (SDCCH, TCHF, or TCHH) with the service type of signaling. This measurement provides the number of call releases due to handover failure caused by various reasons on the radio interface after the MS accesses the signaling channel (SDCCH, TCHF, or TCHH) assigned by the BSC.

Measurement Point

When a signaling channel is seized during a call, this counter is measured in the following situations:

1. The timer set to wait for an HO CMP message expires during internal intra-cell handover.

2. The timer set to wait for an HO CMP message expires during outgoing internal inter-cell handover.

3. The timer set to wait for an HO CMP message expires during outgoing external inter-cell handover.

4. The timer set to wait for an HO CMP message expires during incoming external inter-cell handover.

This counter is calculated at A1, A2, and A3, as shown in Figure 1, Figure 2, Figure 3, and Figure 4.
