CR331B: CELL_ASS_CH_ACT_NACK
This measurement counter provides the total number of CHAN ACTIV NACK messages sent by the BTS to the BSC in the assignment procedure. The channel type carried in the CHANNEL ACTIVATION message can be TCHF or TCHH.

Each time the BSC receives a CHAN ACTIV NACK message from the BTS in the assignment procedure, the counter is incremented by one.
