CR332C: CELL_CHMD_CH_ACT_EXP
This measurement provides the total number of channel activation timeouts (the timer for the BSC to wait for a Mode Modify response from the BTS expires) in the Mode Modify procedure. The channel type carried in the MODE MODIFY message can be TCHF or TCHH.

Each time the timer for the BSC to wait for a Mode Modify response from the BTS expires in the Mode Modify procedure, the counter is incremented by one.
