Description

The counters are used to measure the numbers of failed internal intra-cell handovers based on the type of the channel the MS seizes, the handover failure cause, and the handover reason. They can be combined with the Internal Intra-Cell Handover Requests and the Internal Intra-Cell Handover Commands to reflect the performance of internal intra-cell handovers.

The counter H3020 indicates the number of failed internal intra-cell handovers when the target channel is an SDCCH. The counter H3029 indicates the number of failed internal intra-cell handovers when the target channel is a TCH. They cover the number of failed internal intra-cell handovers due to various reasons.

The following problems can cause an internal intra-cell handover failure:
  • 1.Resource allocation
    • No traffic channel is available.
    • No Abis resource is available.
    • The requested speech version is unavailable.
    • The terrestrial resource fails to be obtained.
  • 2.Air interface access
    • The MS fails to access the new channel and then reconnects to the old channel.
    • The timer for the BSC to wait for an HO CMP message expires.
  • 3.Exceptions
    • The A interface is faulty.
    • The channel fails to be activated.
The following counters indicate the numbers of failed internal intra-cell handovers based on various handover failure causes.
  • The following counters indicate the numbers of failed internal intra-cell handovers due to the allocation failure of resources.
    • H3020A: CELL_INTRACELL_HO_FAIL_CONG_SD

      H3029A: CELL_INTRACELL_HO_FAIL_CONG_TCH

      The counter H3020A provides the number of failed internal intra-cell handovers due to no available SDCCH in the target cell (current cell) when the target channel is an SDCCH. The counter H3029A provides the number of failed internal intra-cell handovers due to no available TCH in the target cell (current cell) when the target channel is a TCH. The counter H3020A or H3029A is incremented by one when the target SDCCH or TCH fails to be assigned.

    • H302E: CELL_INTRACELL_HO_FAIL_NO_IDLE_ABIS

      The counter H302E provides the number of failed internal intra-cell handovers when the BSC enables the dynamic allocation of Abis resources but fails to allocate an Abis circuit in the target cell (current cell).

      H302H: CELL_INTRACELL_HO_FAIL_NO_SPEECH_VER

      The counter H302H provides the number of failed internal intra-cell handovers when the BSC cannot find a proper speech version after assigning a channel in the target cell (current cell).

    • H302B: CELL_INTRACELL_HO_FAIL_APPLY_TRSL_FAIL

      The counter H302B provides the number of failed internal intra-cell handovers when the BSC fails to obtain the requested circuit during the circuit connection process.

  • The following counters indicate the numbers of failed internal intra-cell handovers when the MS fails to access the new channel on the air interface.

      In the internal intra-cell handover procedure, the BSC sends an HO CMD message to the MS after assigning a channel in the target cell (current cell) and successfully activating the channel and then starts a timer for waiting for an HO CMP message. The above counters provide the numbers of failed internal intra-cell handovers due to the expiry of the timer for waiting for an HO CMP message based on the target channel type and the service type (SDCCH, TCHF signaling channel, TCHH signaling channel, TCHF traffic channel, or TCHH traffic channel).

      In the internal intra-cell handover procedure, the BSC sends an HO CMD message to the MS after assigning a channel in the target cell (current cell) and successfully activating the channel. The above counters provide the numbers of failed internal intra-cell handovers based on the handover failure reason reported by the MS when the MS fails to access the new channel and then reconnects to the old channel. The cause values for the MS to reconnect to the old channel after failing to access the new channel are as follows:
      • Abnormal release, unspecified
      • Abnormal release, channel unacceptable
      • Abnormal release, timer expired
      • Abnormal release, no activity on the radio path
      • Preemptive release 

  • The following counters indicate the numbers of failed internal intra-cell handovers due to the abnormality of devices.
    • H302G: CELL_INTRACELL_HO_FAIL_A_INTERF_FAIL

      The counter H302G provides the number of failed internal intra-cell handovers when the BSC locally releases the call after receiving an SS7 link abnormality indication in the internal intra-cell handover procedure.

    • H302I: CELL_INTRACELL_HO_FAIL_CHACT_FAIL

      The counter H302I provides the number of failed internal intra-cell handovers when the channel assigned by the BSC in the target cell (current cell) fails to be activated.

The following counters indicate the numbers of failed internal intra-cell handovers based on various handover reasons.
  • The following counters indicate the numbers of failed internal intra-cell handovers when the handover reason is a handover from the overlay of a concentric cell to the underlay of the concentric cell or from the underlay of a concentric cell to the overlay of the concentric cell.

      The counter H3022A provides the number of failed internal intra-cell handovers when a handover from the underlay of a concentric cell to the overlay of the concentric cell fails because no available channel is available when the BSC attempts to assign a channel in the target cell (current cell). The counter H3021A provides the number of failed internal intra-cell handovers when a handover from the overlay of a concentric cell to the underlay of the concentric cell fails because no available channel is available when the BSC attempts to assign a channel in the target cell (current cell). Each time an internal intra-cell handover fails because of the channel assignment failure, the counter H3022A or H3021A is incremented by one.

    • H3022M: CELL_INTRACELL_HO_FAIL_OTHERS_ULCELL_OLCELL

      The counter H3022M provides the number of failed internal intra-cell handovers when a handover from the underlay of a concentric cell to the overlay of the concentric cell fails due to other reasons than no available channel. The counter H3021M provides the number of failed internal intra-cell handovers when a handover from the overlay of a concentric cell to the underlay of the concentric cell fails due to other reasons than no available channel.

  • The counter H3023A indicates the number of failed internal intra-cell handovers when the handover reason is a TCHF-TCHH conversion. The counter H3023B indicates the number of failed internal intra-cell handovers when the handover reason is a TCHH-TCHF conversion.

  • The counter H3025A indicates the number of failed internal intra-cell handovers when the handover reason is a TCHF-TCHH conversion for an AMR call. The counter H3025B indicates the number of failed internal intra-cell handovers when the handover reason is a TCHH-TCHF conversion for an AMR call.

  • As shown in Figure 1, each time the internal intra-cell handover fails when no channel is available, the BSC cannot find a proper speech version, or no Abis resources are available (see measurement point A), one of the following counters is incremented by one.

  • As shown in Figure 1, the BSC starts a timer for waiting for an HO CMP message after sending an HO CMD message in the internal intra-cell handover procedure. Each time the timer expires (see measurement point C), one of the following counters is incremented by one.

Each time the MS reconnects to the old channel after failing to access the new channel and the BSC receives an HO FAIL message from the MS (see measurement point D), one of the following counters is incremented by one.
