Description
The BSC uses the handover algorithm to decide whether a handover is required based on the measurement reports. If the originating cell and the target cell are controlled by the same BSC, an internal inter-cell handover is initiated by the BSC. The specific counter provides the number of incoming internal inter-cell handover requests in the target cell in corresponding conditions. Together with the Incoming Internal Inter-Cell Handover Responses and the Failed Incoming Internal Inter-Cell Handovers, this counter determines the incoming internal inter-cell handover performance. Together with the counters related to the outgoing internal inter-cell handover, this counter determines the internal inter-cell handover performance.
- The following counters are measured based on the target channel types and the frequency bands between which the handover is performed. The channel types include SDCCH and TCH, and the handover occurs between frequency bands as listed in Table 1.
