H320II: CELL_INBSC_INTO_CELL_HO_REQ_OLCELL_OLCELL
When an internal concentric cell handover is performed, the performance of the handover between different concentric cells is measured. This measurement provides the number of requests for the handover from the overlaid subcell of the originating cell to the overlaid subcell of the target cell. The measurement is performed on the basis of the target cell and covers the handover between traffic channels, handover between signaling channels, and directed retry.

As shown in Figure 1, after receiving the MR from the MS, the BSC determines to initiate the inter-cell concentric cell handover (overlaid subcell to overlaid subcell). This counter is measured at A when the BSC receives the Channel ACT ACK message from BTS1.
