H321IO: CELL_INBSC_INTO_CELL_HO_CMD_OLCELL_ULCELL
When a handover between different concentric cells is performed under the same BSC, the performance of the handover is measured. Taking the target cell as the measurement object, this measurement provides the number of commands for handovers from the overlaid subcell of the originating cell to the underlaid subcell of the target cell. The handovers involve the handover between traffic channels, handover between signaling channels, and directed retry.

As shown in Figure 1, after receiving the MR from the MS, the BSC initiates a handover from the overlaid subcell of the originating cell to the underlaid subcell of the target cell. The counter is measured at B when the BSC sends a Handover Command message to the MS.
