Description
When a handover between different concentric cells is performed under the same BSC, the performance of the handover is measured. Taking the target cell as the measurement object, this measurement provides the number of unsuccessful handovers from the underlaid subcell of the originating cell to the overlaid subcell of the target cell. The handovers involve the handover between traffic channels, handover between signaling channels, and directed retry.

Measurement Point
As shown in Figure 1, after receiving the MR from the MS, the BSC initiates a handover from the underlaid subcell of the originating cell to the overlaid subcell of the target cell. This counter is measured at C when the timer set to wait for a Handover CMP message expires, or at D when the BSC receives a Ho Fail message.
