During the service-based handover procedure, the MSC controls the inter-RAT handover by the indication message carried in ASS REQ. If the Service Handover indicates that a handover to UTRAN or cdma2000 should be performed, the BSS needs to reply an ASS FAIL message (cause value: directed retry) to the MSC, and initiates the directed retry procedure to handover to the qualified 3G neighbor cell.
According to 3GPP TS 48.008 V6.11.0, the Service Handover is defined as follows:

Handover to UTRAN or cdma2000 is preferred. The handover evaluation of the target cell for handovers shall take into account the preference for UTRAN or cdma2000.
Handover to GSM is preferred. The handover evaluation of the target cell for handovers shall take into account the preference for GSM.
Handover to UTRAN or cdma2000 is not allowed.
This counter is incremented by one when the BSC sends a HO RQD message to the MSC for directed retry after the MSC indicates that a handover to the 3G system should be performed. This measurement is performed in the originating cell.
Together with Outgoing Inter-RAT Inter-Cell Handover Commands (Service based Handover) and Failed Outgoing Inter-RAT Inter-Cell Handovers (Service Based Handover), this counter indicates the outgoing inter-RAT inter-cell handover (service-based) performance.

As shown in Figure 1, this counter is incremented by one at point A when the BSC sends a Handover Required message to the MSC for directed retry after the MSC indicates that a handover to the 3G system should be performed during the assignment.
