Description
This measurement provides the number of outgoing inter-RAT inter-cell handover commands sent by the BSC on the Um interface after the BSC receives the HO CMD from the MSC.
Together with Outgoing Inter-RAT Inter-Cell Handover Requests (Service Based Handover) and Failed Outgoing Inter-RAT Inter-Cell Handovers (Service Based Handover), this counter indicates the outgoing inter-RAT inter-cell handover (service-based) performance. This measurement is performed in the originating cell.

Measurement Point
As shown in Figure 1, this counter is incremented by one at point B when the BSC sends a Handover Command message to the MS after receiving an Inter System to UTRAN Handover Command message from the BTS during the inter-RAT inter-cell handover (service-based) procedure.
