This measurement provides the number of unsuccessful outgoing inter-RAT inter-cell handovers caused by higher traffic load of the target cell. Together with Number of Outgoing Inter-RAT Inter-Cell Handover Requests and Number of Outgoing Inter-RAT Inter-Cell Handovers, this counter indicates the performance of the outgoing inter-RAT inter-cell handover. The measurement object is the originating cell.

In the outgoing inter-RAT inter-cell handover procedure, this counter is incremented by one when BSC receives from the MSC a Handover Required Reject message with the cause value being Traffic load in target cell higher than in source cell.
