Description

The incoming inter-RAT inter-cell handover may fail due to various reasons.

This measurement provides the total number of failed incoming inter-RAT inter-cell handovers. This measurement is based on the target cell under control of the target BSC and involves handovers on various channels: SDCCH, TCHF, and TCHH.

Measurement Point

At points A, B, C, and D, as shown in Figure 1, the counter is measured when the incoming inter-RAT inter-cell handover fails.
