Description

The incoming inter-RAT inter-cell handover (TDD) may fail due to various reasons.

This measurement provides the total number of failed incoming inter-RAT inter-cell handovers (TDD). This measurement is based on the target cell under control of the target BSC and involves handovers on various channels: SDCCH, TCHF, and TCHH.

Measurement Point

As shown in Figure 1, this counter is measured at A, B, C, and D when the incoming inter-RAT inter-cell handover (TDD) fails.
