Description

During the incoming inter-RAT inter-cell handover (TDD) procedure, after receiving the HO REQ message from the MSC, the BSC allocates and activates channels in the target cell, returns an HO REQ ACK message to the MSC, and starts timer T3121 to wait for the handover completion. If the T3121 expires, the call is released, and the incoming inter-RAT inter-cell handover (TDD) fails.

This measurement provides the number of failed incoming inter-RAT inter-cell handovers (TDD) due to the timer expiration. This measurement is based on the target cell under control of the target BSC and involves handovers on various channels: SDCCHs, TCHFs, and TCHHs.

Measurement Point

As shown in Figure 1, during the incoming inter-RAT inter-cell handover (TDD) procedure, the counter is measured at C if T3121 expires after the BSC sends the HO REQ ACK message to the MSC.
