Description

This measurement provides the number of successful intra-BSC and inter-BSC cell outgoing handovers caused by timing advance. The counter value is equal to the Failed Cell Outgoing Handovers (Timing Advance) subtracted from the Outgoing Inter-Cell Handover Requests (Timing Advance).
