This measurement provides the number of successful intra-BSC and inter-BSC cell outgoing handovers caused by MSC intervention. The counter value is equal to the Failed Cell Outgoing Handovers (MSC Intervention) subtracted from the Outgoing Inter-Cell Handover Requests (MSC Intervention).
