This measurement provides the number of successful intra-BSC and inter-BSC cell outgoing handovers caused by directed retry. The counter value is equal to the Failed Cell Outgoing Handovers (Directed Retry) subtracted from the Outgoing Inter-Cell Handover Requests (Directed Retry).
