The measurements provide the number of successful intra-BSC and inter-BSC outgoing cell handovers initiated by the handover decision algorithm, based on different causes. For the outgoing cell handover caused by non-directed retry, the BSC measures the outgoing cell handover requests on receiving the handover request if handover retry is not allowed. If handover retry is allowed, the BSC measures the outgoing cell handover requests after sending the handover command. For the outgoing cell handover caused by directed retry, the BSC directly measures the outgoing cell handover requests on receiving the handover indication if the cause value is directed retry.
The handover cause can be uplink quality, downlink quality, uplink strength, downlink strength, timing advance, better cell, load, rapid level drop, MSC intervention, OM intervention, directed retry, or other causes.
The total number of outgoing cell handover requests is the sum of all outgoing cell handover requests of different causes.
