Upon receipt of the measurement report from the MS, the BSC determines the location of the MS (overlaid or underlaid subcell) based on the receive level and TA value. If the cell supports the handover from the overlaid subcell to the underlaid subcell and the MS is located in the overlaid subcell, then the BSC initiates the overlaid-to-underlaid handover.
