This measurement provides the number of times ping-pong cell reselection is performed by an MS in a granularity period.
Integer number or integer.
When the MS is handed over from cell A to another cell, and is then handed over from another cell to cell A within 20s, the counter is incremented by one.
This is an original counter without involving any formula.
