This measurement provides the number of emergent cell reselection attempts controlled by the network in a granularity period.

Based on the measurement report sent by the MS and the condition of the cell that the MS camps on, the BSC determines whether to initiate the cell reselection. Every time a network-controlled cell reselection message is sent due to deteriorated downlink transmission quality, the counter is incremented by one. The configuration thresholds involved in the downlink transmission quality are as follows: 8PSK and GMSK transmission quality thresholds, GPRS transmission quality threshold, and transmission quality deterioration threshold.
