This measurement provides the number of normal cell reselection attempts controlled by the network in a granularity period.

Based on the measurement report sent by the MS and the condition of the cell that the MS camps on, the BSC determines whether to initiate the cell reselection. Every time a network-controlled cell reselection message is sent due to high receive level in a neighboring cell, the counter is incremented by one.
This is an original counter without involving any formula.
