H9017: NC_CELL_INTERRAN_RESELECT_ATMPT
This measurement provides the number of inter-RAT network-controlled cell reselection attempts in a granularity period.
Integer number or integer.
Based on the measurement report sent by the MS and the condition of the cell that the MS camps on, the BSC determines whether to initiate cell reselection. Every time the inter-RAT network-controlled cell reselection is triggered, the counter is incremented by one.
This is an original counter without involving any formula.
