Description
In an SDCCH immediate assignment procedure, the BTS sends a channel activation success message to the BSC. After receiving this message, the BSC regards that the assignment of SDCCH succeeds. In an SDCCH handover procedure, the BTS sends a handover detection message to the target cell. After receiving this message, the BSC regards that the assignment of SDCCH succeeds.
This counter applies to the previous two cases.

Measurement Point
In the immediate assignment of the SDCCH, when receiving the CHANNEL ACTIVATION ACKNOWLEDGE message from the BTS, the BSC measures the counter. See measurement point B in Figure 1.
In the incoming BSC SDCCH handover procedure, when receiving the HANDOVER DETECTION message from the BTS, the BSC measures the counter. The measurement object is the target cell. See measurement point B in Figure 2.
In the incoming internal inter-cell handover procedure (including intra-cell handover), when receiving the HANDOVER DETECTION message from the BTS, the BSC measures the counter. The measurement object is the target cell. See measurement point B in Figure 3.
