The value of this counter is equal to the number of TCHs seized to carry signaling in the cell. In the very early assignment of TCHs, after the TCH for carrying signaling is activated, the number of TCHs is periodically collected. In a granularity period, the value of this counter is the result of dividing the total number of busy TCHs by the number of sampling times.

At the end of each granularity period, the average number of busy TCHs for carrying signaling is collected.
