K3043: CELL_TCH_SEIZ_SUCC_RATE
This measurement provides the ratio of successful TCH seizures to TCH seizure requests. In the immediate assignment procedure, assignment procedure, or handover procedure, this counter is measured when the BSS successfully assigns TCHs upon the MS requests or MSC requests.
