Description
The SCTP module receives the packets from the network, disassembles the packets into data blocks, and then reassembles the data blocks into DATA messages before sending them to the upper layer.
This counter provides the number of DATA messages from the lower layer. This counter is incremented by one when the SCTP link receives a DATA message.

Measurement Point
This counter is measured when the BSC receives a DATA message from the MSC over the SCTP link. This counter is measured at A, as shown in the following figure.
