This measurement provides the average rate of packets sent over the downlink IPPM from the BSC to the BTS in a granularity period.

The counter is measured on the BSC side, as shown in Figure 1.

IPPM_PKTS_MEANSTX specifies the average rate of packets sent over an IPPM link.

IPPM_PKTS_TX specifies the number of packets sent over an IPPM link.
