This counter is used to measure the number of RESTART-INDICATION requests sent from BSC to the CBC.
After receiving a RESET message on the BSC-CBC interface, the BSC sends a RESTART-INDICATION requests or a REJECT response message to the CBC.

This counter is incremented by one when the BSC sends a RESTART-INDICATION request to the CBC.
