In Abis over IP or Abis over HDLC mode, if the HubHDLC that carries the ESL link is available but another HubHDLC is faulty or congested, the channels on the latter (the HubHDLC not carrying the ESL link) of the two HubHDLCs are dynamically adjusted to the best HubHDLC that is not faulty or congested in the HubBTS. This measurement counter provides the total number of such adjustments.

In a HubBTS, if the HubHDLC that carries the ESL link is available but another HubHDLC is faulty or congested, the dynamic adjustment of the channels on the latter (the HubHDLC not carrying the ESL link) of the two HubHDLCs are triggered. Every time the dynamic adjustment is triggered, the counter is incremented by one.
