In Abis over IP or Abis over HDLC mode, if the HubHDLC that bears the ESL link is available but another HubHDLC is faulty or congested, the adjustment on the channels is triggered. During the adjustment on the channels, the HubHDLC that bears the ESL link suddenly becomes faulty or all HubHDLCs are congested. The adjustment on the channels fails.
This measurement counter provides the total number of failed adjustments on HDLC resources in the HubBTS.

In a HubBTS, if the HubHDLC that bears the ESL link is faulty or all the HubHDLCs are congested, the adjustment on the channels fails. In this case, the counter is incremented by one.
